I have bought stuff from China for less than £2 (inc. postage) which has a customs declaration sticker attached.
A lot of the cost is in the manpower to process it, which is a lot more expensive in Europe and the UK than in China. It's not scaremongering - the people closest to the action like the Road Haulage Association are really worried about this stuff, and think significant numbers of companes will just give up, whereas the politicians in Westminster seem to think it will all be fine.
I'd assume hops come direct, I'd guess White Labs yeast comes from their place in Copenhagen (apart from maybe the seasonal/Vault stuff?). As has been said, we're exporters of barley, I guess there will be some specialist stuff like Special B that there might be problems with but at least barley/malt can be stockpiled to a certain extent, at least until the next harvest.
