Ulez expanded to include whole of outer London

According to the World Health Organization guidance, every outer London borough exceeds the safe limit for toxic air particles. 
Expanding the Ultra Low Emission Zone (ULEZ) across all London boroughs is part of the Mayor’s approach to tackling the challenges of:
  • toxic air pollution
  • the climate emergency
  • traffic congestion.
But, there is a lot of misunderstanding and misinformation about the scheme.
Here are the facts about the ULEZ.

Pollution levels​

Every London borough exceeds the pollution guideline limits recommended by the World Health Organization
Imperial College London, globally renowned experts in air quality research, have looked at the health burden of air pollution in London.  Their research found that in 2019, toxic air contributed to the premature deaths of around 4,000 Londoners. This includes deaths from all causes, including respiratory, lung cancer and cardiovascular diseases.  

Health​

The health benefits of the ULEZ are predicted to be significant
Air pollution is a public health crisis – our children are growing up with stunted lungs and it is linked to a host of serious conditions, from heart disease to cancer and dementia. In 2019, toxic air contributed to around 4,000 premature deaths in London.
Air pollution hits the poorest communities and Black, Asian and minority ethnic communities the hardest.
More than 500,000 Londoners live with asthma and are more vulnerable to the health impacts of air pollution, with more than half of these people living in outer London boroughs. 
If no additional action is taken to reduce air pollution, the cumulative cost to the NHS and social care system attributable to air pollution is estimated to be £10.4bn by 2050.

Vehicles​

Nine out of ten cars and nearly eight out of ten vans seen driving in outer London already meet the ULEZ standards
The ULEZ is a very targeted scheme, and only affects a small minority of drivers. Around 200,000 out of the around 2.3 million vehicles seen driving in London on an average day are non-compliant.
Nearly half of London households do not own a car but are disproportionately feeling the damaging consequences that polluting vehicles cause.

Investments​

Any net revenue raised by the ULEZ is guaranteed to be invested in running and improving the transport network in London
This includes planned transport enhancements in outer London, for example the brand new Superloop bus network.
Within just a few short years, there will be no net revenue from the ULEZ expansion. Net revenue is projected to stop by 2027, as more people change their vehicles to less polluting ones.

Air quality​

The ULEZ has already improved air quality for four million Londoners and the London-wide ULEZ will bring cleaner air to five million more
The ULEZ has cut roadside pollution by nearly half in central London and a fifth in inner London and reduced the number of highly polluting cars in the existing central and inner London zone by 60 per cent.
Over 94 per cent of vehicles seen driving in the central and inner London meet the ULEZ standards, up from 37 per cent in 2017 when changes associated with the ULEZ began. 
74,000 fewer non-compliant vehicles in central and inner London on an average day, a reduction of 60 per cent compared to the weeks before ULEZ expanded.  
47,000 fewer vehicles overall in central and inner London on an average day, a reduction of five per cent.
Carbon savings of 290,000 tonnes in central and inner London, a four per cent reduction since 2019.

Scrappage scheme​

There is a £160m scrappage scheme to support London’s residents, small businesses, sole traders and charities
In 2022, the Mayor introduced a £110m scrappage scheme to support the London-wide ULEZ expansion. On 4 August, the Mayor announced an additional £50m for the scheme, taking the total fund to £160m.
Every single Londoner with a non ULEZ-compliant car or motorcycle is eligible for a £2,000 grant (or £1,000 for a motorcycle), or a higher value package of up to two bus and tram passes plus a lower grant
Small businesses (with less than 50 employees), sole traders and charities will be able to receive grant funding to scrap up to three vehicles (from one).
For wheelchair accessible vehicles there is a payment of £10,000 to scrap or £6,000 to retrofit to the ULEZ standards.

Exemptions​

There are a number of temporary exemptions for anyone driving into London
Some drivers and vehicles qualify for a temporary 100 per cent discount from the ULEZ.
Vehicles with a ‘disabled’ or ‘disabled passenger’ vehicle tax class will be automatically exempt from paying the ULEZ charge until 24 October 2027. Check the TfL website for more details.
Wheelchair Accessible Vehicles will also be eligible for a temporary exemption, subject to successful application and if the vehicle meets certain criteria.

The emissions can be cheated any way ask VW etc.
Some garages do not even put the probe up the exhaust pipe depending on who is taking a car for mot
 
Many years ago i worked in a car service centre i have seen the probe put in another cars exhaust to get the car to pass.
 
I may have to google selective pollution, i live right in the middle of a town centre of 50,000 people 1 minute from the bus station. i have lived here for 35 years and the air to me is no different from that on Dartmoor. think we all need to stop listening to the porkie pie's we are being fed in large doses

Don't you just love preening popinjays like Khan, he gets driven around in a bullet proof range rover ,which he insisted was provided for him, which i will hazard a guess is a v8 to pull the weight, and then hammers ordinary workers with charges they can't afford for having the affront of going to work.
I very much hope he loses the upcoming mayoral elections just to see the look on his face.

like I have 2 euro 6 cars and one of them is a higher standard again 6b or something.. yet I have to drive on certain parts of the motorway at 50mph - due to air pollution. but there is heavy industry along these stretches of road.... hmmm.

Yep, I have an electric car and get restricted the same 🤔

like I have 2 euro 6 cars and one of them is a higher standard again 6b or something.. yet I have to drive on certain parts of the motorway at 50mph - due to air pollution. but there is heavy industry along these stretches of road.... hmmm.
So it looks like you are being punished so they can carry on
 
1. I have just googled "motorway speed restriction due to air pollution" and highways England say they are trialling ( as of Dec 2022) various stretches of motorway but down to 60mph, please share the place that there is a 50 mph limit due to air pollution
2. just because your vehicle passes the ULEZ limit it doesn't mean that its engine doesn't produce noxious emissions
