It's possible that there's a worm gear in the shaft at the attachment point of peddles to possibly turn something at the other end, can't think what that might be though, probably lots of parts missing?

I keep seeing a garden strimmer when I look at it but I don't think you could peddle that fast!

Someone suggested it was for practicing riding a unicycle.

Maybe an early exercise bike, sit on arm chair with the bung bit on the floor hold the handlebars and pedal.

Dumfries 1984....looks like a classic car rally...sadly most,if not all of these little beauts would have been turned into tin cans many moons ago.
