I'll start with the caveat that I have not actually tried using this stuff myself, so someone else may come along and demonstrate that my thinking is way off.
Anyway, as I understand it the killer ingredient is preservatives as they can stop the fermentation. From the ingredients list it looks as though you may be ok on that front. How much sugar is in it? Apple juice is normally around 10g or 11g per 100ml. If this is only 3g they it won't produce much alcohol. Also it does contain sweeteners so the fermented version may turn out rather sweet - although of course that may be a good thing if that's what you like.
Overall I wouldn't try to make a cider just from this (might work better if using mostly apple juice and adding some of this for flavouring). If you want to crack on with it then presumably you will need to add an appropriate amount of sugar to reach your target ABV%.
