yes thats correct thats what brewing is about if you have no instructions re the hops staying in or not just look at the IBU's and do what suits your tasteP.s the additional IBU's may not be a large amount especially if you chill down quickly as IBU's/Alpha Acids are not really released once the beer is below 80C from my memory and is a good rule of thumb to use thats why people use whirlpooling so that they can use a larger amount of hops for taste and reduce the IBU's drawn from the hops
