60/10/5/0 hop schedule is great when you want a hoppy beer. I'm also quite keen on 60/10/0 but I dont make IPA's and this is good for golden ales and bitters

Hop bursting is also a pretty popular technique with "craft" breweries who make hoppy beers and is similar to what the op has posted, you can get more flavour with less bitterness...apparently. I'm yet to try it although I do intend to do an IPA where all the hops are added at flameout and steeped.
 
Well this was brewed and has been maturing for a few weeks now - The bitterness is I fell a little harsh for want of a better word.... Flavour wise it's nice, not overpowering but nice and fruity. On the nose it's fruity but there is another undercurrent of something! Not sure what, nothing bad maybe a little like wet paper..... It's does not detract too much from the beer and it's certainly nice, maybe a little more bitter than I wanted. The clarity though - it's like browny/orange mud!
 
You might be able to age a bit of the harshness out. I don't like mine too bitter and try to limit to 45 IBUs. Usually I do something similar to what you've done here and don't do any early additions. They're usually all late 20 mins onwards.
