The Capitol has its own police - 2,000 of them. I'm amazed we didn't see soldiers abseiling down from helicopters. I guess there are escape tunnels which were used to evacuate the VP and other Congressional officers. These could have been used to quickly reinforce the Capitol Police. But with 23 law enforcement agencies in DC alone, it might be hard to organise! I think there was complicity from some in the CP.
It sounds like it's complicated, and there's some debate about the chain of command, different forces being under the control of different people. But one thing is clear is that in the US things happen if the President wants them to, it sounds like the Pentagon and Pence had to go behind Trump's back to get the National Guard out.
It's easy to make the comparison to a few months ago, when people were protesting about police killing black people in the street.
