Brew length for a Corny?

As per the title I’m looking for the right brew volume to fill a Corny without too much waste. Given Cornies are 19L, I think 20-21l to account for leaving the yeast trub etc in the FV

I just want the be efficient without wasting beer wink...

My cornies are breeding,1 has become 5!
 
To be honest I can’t be bothered bottling the last dregs (more cleaning, sanitising etc) hence the question.
 
I fully understand and also don't want to bottle a couple of odd beers when I could just brew the correct amount.

I aim for post boil vol of 23L
Fermenting vol of 21L
In the keg 19L

Possibly I leave a bit more than I should in kettle and fermenter. But it means I can leave all the dregs and get the best quality wort to the next vessel without much effort or faffing.
