Can this be used as a general purpose equipment cleaner?

I’ve always used chemclean because I got a big tub of it in a job lot of stuff when I was getting started, but it does leave an annoying chalky residue and I’m a bit loathed to cough up for another big tub of it.

Can this be used as an alternative? If so, what dilution rates do people use etc?
