I think you have made the same observation as the regulator, Ofwat has. So a good observation, indeed!
In the recent past, the bottleneck has been the rate at which water can be treated to drinkable state and the said regulator has also asked the question of whether all water supplied really needs to drinkable?
A jolly good question, given that each person uses around 140L of drinkable water a day and drinks somewhere between 1 and 2 litres of it.
