Urgent help Needed! Pressure barrel about to explode!

My PB isn't fitted with gas injection, so no it's not like that. it's got a normal cap with a small plastic tube looking thing sticking out the top, guess this is a very basic pressure relief valve, it looks like the one in this linked picture: http://www.home-brew-online.co.uk/home- ... nt-cap.jpg

IF you pull the rubber band off (white) the gas in the keg should all escape, if it doesn't then the lid is faulty.
