Would anyone be able to give me an idea of what size initial starter made from a slant would give approx the same amount of yeast as a whitelabs or wyeast pack ?

Bearing in mind that you would have to step up your starter at least twice, I would say 1.5 to 2 litres. So you would start with a say 20ml starter of 1.020 wort and then step it up to 150 to 200 ml starter of 1.040 wort and then step that up to 1.5-2 litre of 1.040 wort. That should give you roughly what you want. But I don't have any figures to back that up and I'm sure there are some clever fellows out there who could give you a more definitive answer. But that usually works for me when I propagate yeast from a slant.
