Setting temperature on TE75 heater for beer kits

I want to brew beer kits in the garage so I bought a TE75 immersion heater (with inbuilt thermostat) to control heat. I am new to brewing and I think I made a rookie mistake. I followed its instructions, used water to set its temp at 21C, thinking that would give me 21C fermenting temp on kits suggesting 21C. My first kit fermented at 22-24 last week (some very warm days) and nights at 15C. I now know fermenting heats the liquid. Should I be setting it somewhere around 19C to get 21C fermentation?
 
Thanks. It's a very fiddly dial on it but it's pretty good. I'll do that for my next one.
 
Just as an update on this I've not been able to set it down to the temperature. Somehow the control dial (I think) has broken though I was very careful making adjustments. I contacted Peco and they have been brilliant and are going to set the temperature for free and if it is broken they are going to repair it. A level if customer service you rarely see! Posted it off to them yesterday.
