Old Peculiar recipe question

The ingredients arrived today for a brew of old peculiar
and I am a bit puzzled about one of the instructions

Quote.
When the boil is complete , cool the wort down 80c then add the flame out hops and steep for 30minutes .
Cool the wort to pitching temp

I read this as remove 80c
but it could also be cool to 80 c

which one is the question .

Thanks I didnt want to screw up the first AG attempt just cos a "to " was missing from the instructions .
