How much water?

Quick question for all you knowledgable folks out there. I am just starting out brew #3 (so I really ought to know the answer to this). The kit has 3 kg of malt which I dissolved in 3 litres of bioled water, and then added a bag of brewing sugar ( not sure how much).

The next step says to make *up* to 23l using cold water. Initially I thought I'd just add another 20l but then got to thinking about the effect of that 3kg of malt and the sugar (whose impact was probably less, I guess).

Can anyone help out with how I work out how much water I add? Does the 3 kg of malt = 3 litres, thus I need to add 14? Or is it more complex?

Should've figured this out before I started, but I just jumped straight in as usual :doh:

Thanks for any quick tips (the bucket is sitting in the garage as we speak).

I'd make it up to 23 litres (hopefully you have an FV with markings on it to give you an approximate guide) I wouldn't worry about the odd litre less. I've always made kit brews up to about 20 litres as it gives the beer a little more body,but that's just my preference...
 
My FV doesn't seem to have markings on it :-( Tip for next time will be to calibrate it myself beforehand. It's a 25l FV and it's nearly full so I guess it's reasonably close. If the odd litre is not a big deal, then I probably don't have a problem.
