I think you are looking at a West coast ipa rather than a neipa.

To make an neipa you will need more hops, less ibus and a 2nd dry hop - one after two days and another after or at the end of fermentation.

Nothing wrong with the recipe as it is though, it might not give you what you had in mind

Time to up the hops then

Yeah I’ve been meaning to go to it for about 2 years but life just gets in the way and I’ve just never found the time.

I met a guy who goes when he let me use his grain mill about a year ago in a bizarre Facebook home brewing group twist of fate (I asked a group of mainly Americans what I should do with a one-off bag of uncrushed grain and by magic someone from Dundee happened to spot the post and let me use his mill), and I decided then that I must make the effort to go along but still haven’t managed.

Maybe one day.
 
Revised the recipe a bit...

3kg pale ale malt
0.5kg flaked oats
0.5kg flaked wheat
0.2kg light brown sugar (10 minute boil addition)
10g Centennial (30 min)
17g Citra (45 min hopstand)
17g Cascade (45 min hopstand)
10g Centennial (45 min hopstand)
29g Cascade (7 day dry hop)
49g Citra (7 day dry hop)
29g Simcoe (7 day dry hop)

Lallemand New England yeast

The dry hop went in last night, so I'll let you know how it turns out in a few weeks - The hop weights look weird as I was clearing out my freezer stash, but looking good for around 24 bottles when the time comes to bottle it
 
Flameout and aroma steep hops certainly do add bitterness and a NEIPA shouldn't be very bitter. If you want juicy, hoppy, tropical then be careful of too many hops in the boil. I just did an IPA using tons of English hops with only a small amount at 20 and 10 mins and it was good.
