I've read two different things.

Keep the level of water below the surface of the grain while sparging but keep the grain bed floating.

Keep the level of the water above the surface of the grain while sparging.

Which is the best method?

I use a large jug and a tinfoil 'screen' when sparging, I keep the water level just abover the foil, works for me :thumb:
 
If the level is below the surface you cant really tell how far below. I keep mine just above, but I find the biggest help to extraction is to recirculate a couple of time. I mash in lots of liquor and draw of a couple of litres at a time and tip back on top.
 
I use a rotating sparge arm and keep mine just at or below the surface. If you are going to keep it above the grain bed there's no real point in using a sparge arm.
 
the idea of a rotating sparge arm is to provide a gentle spray onto the grain bed so it does not get disturbed, and you need to keep about 25mm of liquor above the grain bed to keep it fluid, and aim for a sparge rate of 1L/minute, although I never rush this and it usually takes me 45mins for say 32L pre boil.
