As I initially stated, a good robust yeast starter will start the ferment when pitched, the problem I see with a lot of homebrewers is underpitching. Pitching the optimum amount of yeast into wort which has been oxygenated can cause fermentation to stall, commercial brewers who use oxygen injected during transfer measure it to align it with the viability and strain of yeast being used.
