errr what is this?

Having just obtained some great stuff from freecycle including a pressure barrel :party: I found one item that i really have no idea what its purpose is. Can anyone help me out?

Also any tips for using a pressure barrel would be great, its a brewmaster with a top tap.

Except it wont float as the ping pong ball is missing from it!!! Yes it needs a ping pong ball shoved in that large hole then it will float!!!

Oh the ping pong ball isn't a problem, kids wanted aload of them to play their own version of cupoink. happy days.
