Use two 1kg brew enhancers instead of 2kg sugar possible. That much sugar will annihilate the body of the beer and leave it thin and bitter, possibly with a cidery taste. Really not worth it for the price of a pub pint when you could have 40 pints of top notch beer!
With two enhancers, if it's designed to come out at 4% with 1kg sugar (which is a guess,) that'll leave you with about 5.6% and a good balance on body and flavour.
Another choice, just add an additional 0.5kg of Light DME along with the requested 1kg sugar to get it to 4.7%
And last, use a total of 1.3kg of sugar (if you want the cheap route) and brew it up to 21 litres instead of 23 litres. That'll hit about 4.9% with no real impact on the body.

so, some questions:
How short is it possible to go with the water? will the yeast handle the higher alcohol.
should i add malt to add body to compensate for the increased Malt extract.
