Confused newbie - when to add hops!

Hi all, I am a complete newbie and planning my first brew. Apologies in advance for this, the first in a series of stupid questions!
I'm hoping to brew a Sierra Nevada PA recipe on Brewfather. It has a 60 min boil.
The recipe states to add 4.4g each of Magnum and Perle at 60 mins - I assume start of the boil
75g Cascade at 30 mins of the boil (half way) and then another 75g at 0 mins which I presume means at the end of the boil. What's the point/benefit of adding hops right at the end of the boil; is there time for them to make any impact?

Adding them at the end of the boil (flame out) will add flavour without adding too much additional bitterness. It's generally considered to be beneficial!
 
That's good to know, thanks. Any suggestion how long they would sit there?
 
depends on how quickly you can chill the wort and transfer to FV with the kit you have.

If I chill with a wort chiller, it's prob circa 30mins

If you no-chill like a lot of us do then you can end up extracting extra bitterness from the flameout hops as well as aroma and flavour. (I let mine sit for 30 minutes before draining from the boiler to the FV) I sometimes have to reduce the 60m addition a bit to compensate but best to stick to the recipe first time and make adjustments in future brews.

To be honest I hadn't considered a no-chill option - that's something else I'm gonna have to read up on. Thanks for the info.

I've never done anything but no-chill. I like to start brewing at about 9 am so I'm finished by about 2pm with the hot wort in the FV. I then leave it to cool and finally pitch the yeast at bed time, about 11 pm. I like to transfer the wort hot into the FV as I feel it further sanitises the FV and also the tap on the boiler. Having stripped the tap once it has so many nooks and crannies inside that it's almost guaranteed to be an infection hot-spot.
BTW I also rinse the boiler out with a kettle of boiling water and drain it through the tap to sanitise it before brewing. Might not be necessary but it can't hurt.
