Co2 : Using 2 KG Fire extinguishers

What that means is you can buy a bottle that will deliver CO2 as a liquid or a bottle that will deliver it as a gas. The actual bottle contents are the same.
The only difference is the dip tube.
 
The CO2 is always liquid inside the cylinder as the pressure forces it into a liquid the only way for it to be purely gas is when its nearly empty. from the BOC link:
- Cylinders of both liquid and gaseous carbon dioxide are available from BOC. Dip tubes are used in liquid withdrawal carbon dioxide cylinders to extract the liquid from the cylinder. The tube runs down the centre of the pressurised cylinder and draws the liquid up through the valve. To identify these cylinders, a white stripe is painted down the length of the cylinder.

It states the liquid has a dip tube to dispense liquid, therefore the gas does not have a dip tube so dispenses gas even though the CO2 in the cylinder is liquid.
