I have just bought a CO2 Regulator at the car boot sale and havent got a clue how to read it.

I have read on several threads about the different pressures that people have used to force carbonate their different beers/ales and then tunred it down to about 4-8psi for severing the perfect pint.

Below is a picture of the reg and I'm guessing the one on the right is for the pressure in the CO2 bottle however the one on the left has numbers on the outisde 0 to 6 and on the inner 0 to 90.

This is a close up of the one on the left do i use the inner number to force carb and then turn down to 4-8 for serving?

They are both numbered in bar around the outside and in psi on the inside.

You're quite right, RH gauge is cylinder pressure, LH gauge is keg pressure, so on the LH gauge you will probably be carbonating around 20psi, 1.5 bar and dispensing at 7psi, 0.5 bar or less.

CO2 cylinder i've got is suppose to be full but when I connect it the reading says it nealry empty.

Do you think it maybe a faulty reg or the bottle isnt full?

What reading are you getting? Mine is at the lower end of the scale around 750psi, 50 bar, and I don't think that has changed much since I first connected it so I don't know what is normal.

I'm gettting around 500psi and the cylinder feels really heavy.
