Your location confused me but I should have got it from the name. They tell me I am 3/4 north of the border but after living for 3 yrs on the West coast I am Northern (english) through and through, sorry mate no offence meant.
It may well be but hops were available in days of old and frequently traded but they obviously didn't like hoppy beer   .
Actually it is a fallacy that Scottish beers were not heavily hopped. A quick squiz through the Durden Park book shows that a lot of Scottish ales had hop rates as high as their counterparts south of the border.
Having said that 80/ is something that you don't want to overdo the hops on
Hi Rab, GW has a recipe for Belhaven 80/- with an EBU of 29; OG 1040 and FG 1008, this uses Whitbread Goldings, but you will be good with the Goldings, I wouldn't worry about adding the Fuggles unless you really want to. Good luck with it, I've got this on my list for future brews. :
