The amount of yeast required for a brewing recipe is a bit of a mystery to me.

I thought that yeast reproduced in the wash. If this is true, then why is there a prescribed quantity of yeast?

You can start with one yeast cell, BUT the reason to start with the prescribed amount is you want there to be enough yeast to get fermentation going quickly to over power any wild yeast or bacteria that may have found it's way into the wort.
