Yeast not working?

How long would you give the yeast to start working before using another pack?

it's been 18 hours now and not a trace of fermentation.

depends on pitching temp how much was in the pack and what type? also are you relying on the airlock bubbles etc because they do not always show activity correctly. some yeasts are slow starters and well known for it so give details of brew what temp and yeast etc will give us a better idea to help you
 
A recent brew ( just finished bottling it as it happens!) made with nicked Fullers 1845 yeast, took 18 hours to show signs of life. I was a little concerned cos I'm used to CML stuff exploding off the starting block, but all is well in the end... tastes amazing and remarkably clear going into the bottles.
 
I think I might be a bit to impatient for this hobby.

It's started. Got a nice bit of foam at the surface now and airlock slowing coming to life.
Late and slow compared to other brews I've done with the same Safale US-05 yeast

I'm going to make 2018 the year of the yeast, and learn about better yeast management.
I'm normally just a shake a dried yeast into the surface brewer.
This time because I have a highish OG (1.064) I thought I'd rehydrate before adding the yeast.
I half remembered reading about rehydrating in some luke warm water for a while to get the yeast off to a good start.
So I was a little worried when nothing happened, and am still a little worried that it is slower than I normally get with sprinkled dry yeast. So much to learn.
