It may be worth doing brew with the hops loose in the kettle to see if this makes a difference.

This is what I was thinking... I'd go further and tip all the contents, hops included into your FV after boiling. This would give a good indication whether its a hop issue with your method.

I agree. It must be the restriction of the hops in the
bag. In my next brew I am putting the hop pellets directly into the kettle and filter them out before they get to the hopback.

I have put up to 400 grams of hops in my hopback, great results if you are a Hophead!

You can calculate IBU's on Brewers Friend. Just click on "boil" in the Hop section to give you the options. Then click on Hopback. Dial in your temp. and your estimated % extraction. I cool at a slow rate to get as much aroma extraction as possible, so I calculate 7.5% IBU extraction.

My next brew is my own APA which I will ferment with California 1.

I will leave the 2nd keg another few weeks before I try it. I had to drink the first keg as I had run out of beer, but having said it is far sweeter than it should be.
I re calculated the IBu's and it still comes up with 60 IBU on brewers friend.
I am brewing tomorrow and I am going to make some changes to my hopping, I think this will sort out the problem.
BeerSmith comes up with 45 IBU, but I used the default alpha values.
 
Do you know what your water composition is? Sodium suppresses the perception of bitterness, and could be another factor accentuating the problem.
