Neither are regular strains, historically White Labs used to put out WLP515 once a year but 3655 is less frequent than that, and WLP515 seems to have slipped in recent years, all you can do is keep an eye out at yeastman.com or ask the likes of Malt Miller or BrewUK to get you one as and when it becomes available.
OTOH, de Koninck is relatively available and is pretty easy to culture yeast from....
Supposedly WLP515 is a lager yeast in the Urquell group, suggesting that S-23 is a reasonably close approximation.
