Yes. Never had an issue. Provided your satisfied that your tap water is clean and not horrendously chlorinated then I don't see the problem. If you're worried about it you could also preboil it.
 
That's the other thing I wondered about... I just brewed a lager, it turned out quite high in gravity and dark in colour so more water must have evaporated and the efficiency may have been higher than expected, too. So the cold tap water would obviously help it cool down :D But also we have relatively hard water here and I wonder if it would have an effect now still (I know it would on the hops during boil but the brew is all done, just needs to ferment now). What do you think? I am looking at 2 litres, maybe 3 (to get it up to 12 or 13l final batch size).
