Temperature control. STC-1000?

I live in mid-Wales, my house is made out of stone and is already starting to get cold. I'm thinking about temperature regulation.

I can't put the primary in a larger bucket of water with an aquarium heater due to space restrictions and curious 4 yr olds, so I'm looking at using an STC-1000 with a brew belt or similar and putting the whole lot under the stairs (which maintains a steady 18c in the summer months)
SO............

The STC will cut off the heat once it reaches the desired temperature right?

Will a brew belt be sufficient and if so how high/low should it be positioned in relation to the wort level?

All thoughts and ideas welcome.

The STC-1000 will cut it off once it's probe sees a temperature you've set - you can attach the probe to the outside of the FV (away from the heat belt a bit) using a bit of polystyrene as insulation and some strong tape or a bungee. The brew belt I believe should be lower than higher so the probe could go towards the top level of the brew.
