Steralizing Equipment

I am using the Youngs Steralizing power (mixed with warm water) to steralize my equipment. The instructions said steralize for at least 10 mins then rinse with cold water.. But surely rinsing with ordinary cold water would defeat the object of steralizing wouldn't it? normal cold water isn't 100% sterile is it? so I have been rinsing with boiled hot water.. but am I wasting my time boiling all this water to rinse the stuff with? is it okay to rinse with cold tap water? Forgive me peeps but I am new to the homebrew scene :!:
 
Its a potential can of worms, but for me it cold water from the tap and touch wood never had an infection yet :pray:
