This is the same regulator as I use, it's good for the price but the psi doesn't show the low levels very well, the ones that do are more expensive though. The male output screw thread is 3/8"
 
Does anyone know if:
a) This would be the correct regulator to use with a CO2 cylinder?

Yes, I use this regulator myself.

b) How would I connect my gas line to the regulator?

I use a John Guest fitting. It's a female 1/4" BSP (British Standard Pipe) to 3/8" push fit.

I'd double check with the supplier that's the correct size (it should be if it's ISO 2503)

@henteaser are you sure it isn't a 3/8 BSP to 3/8 push fit? I looked and there doesn't appear to be a 1/4 BSP to 3/8 push fit. Or am I looking at the wrong fitting style? See here:
