Potential problem dry hopping

Hi all.

I dry hopped an ipa on Thursday, with some cascade in a hop bag. I just cracked the lid and the bag is floating on top, thought it would of sank after a couple of days. Has this been a waste of the hops or will it be ok

I used to use a bag but leave them loose in the secondary now, beer still drops clear after the cold crash the hop residue just compacts down with the yeast.

Does dry hopping work during the cold crash? I wanted to dry hop again today but also need to cold crash as i only have time to bottle on Wednesday. Thanks
