Possible Pillicle? Need confirmation...

Ok so recently did two brews. A lovely Ruby Red Ale, and a Stout. The Rubys worked out fine - as it was kegged into a brand new barrel. My stout, on the other hand, Im having an issue with. So, I've done the usual google searches and it seems that I may have a pellicle forming on the top in the keg that it was racked off into. This batch was made early december time. Racked it off from fermentation bin to another. Final racking was made into an (OLD) Boots beer barrel. Placed them into an outhouse I have next to my house to cold crash and kill down any remaining yeast after the fermentation had all but stopped (airlock was bubbling at least 30 to 45 seconds between each). The stout tasted fine at beginning and had a smooth flavour to it. I wanted to actually transfer it to a new keg (I orderered a new one today so that I could do this) so went to check on my beer which is sat on a counter top in my kitchen - and noticed the formation on the top. Now I had the impression that pellicle forms during the fermentation process, whereas this is after fermentation has long past. Can pellicle form AFTER fermentation has stopped and the beer has been kegged up? Ive uploaded a pic to post to show whats happening. Unsure if anyone can determine if it is or not, as the keg its in is a dark plastic one so had to use the flash on my phone to take the pic with. Hopefully someone can enlighten me.
