Plumbing stuff - What's this?

Okay I know. If you don't know what it is you should not be using it. But I have never seen one of these before and curiosity got to me. What is it and why would you use it?

That's where I saw it in the first place and apart from thinking it was some sort of miracle machine the description was way beyond me. :grin:
