mould? Flor? Dead wine?

I have had wine sitting in demijohns for over a year now and there doesn't seem to be any activity, I have racked them several times over that time leaving smaller and smaller deposits, the last being no more than a covering of dust on the bottom. This lovely wine was, at the last racking, looking, smelling, tasting very nice but has now developed what looks like a mould on the surface I took some photos but I don't seem to be allowed to upload them.

It looks like little white spots on the surface

Rack onto stabiliser, avoiding disturbing the mould spots when you pot the siphon tube in if you possibly can, and hope you don't carry any over and/or that the sulphite in the stabiliser kills it.
