I am looking at the liquor volumes in Graham Wheelers 3rd Edition. Do these figures take into account the losses to grain and Hops and the losses to the boil, or are they average figures?

Example for a 25 litre brew length:

Total volume of liquor: 35.2 litres
Liquor in mash: 11.13 litres
Presumably the difference of 24.07 litres is for the sparge?
 
I find he is quite accurate, although there will be some averages in there for evaporation, lost wort to dead spaces etc.
