I have a starter on my stirplate, it's only 200ml and I need to culture it up to 500ml, however I don't have an available saucepan (long story). If I measure out the DME and pour boiling water from the kettle onto the DME and stir it in, would this sterilise everything enough?

Yes ...

... but rinse out the flask (I use a 1 litre jug from Ikea) with boiling water before you put the DME in there.

PS

Assuming that you cover it up and COOL it before adding the yeast!

I use a cafetiere with foil or a sponge tied around it. That's for a litre. If I need a bigger starter I use a demijohn. The stir bar still works.

if your using elmear (i know i spelt that badly) flasks or other borosilicate glass vessels on the stirplate you can use them on tho hob ok too. or in the microwave

but yes i agree the use of just off the boil water will be good enough to sanitise, and pasturise the solution.
I know i am just being pedantic now but to sterilise with heat you would need to heat upto 135c for 15 minutes, that should be sufficient to kill everything including dormant spores, But considering its for use in a starter the odd spore that passes thru pasturisation wont stand a chance against the billions of yeasts your going to nurture in the solution ;)

(if you did want to sterilise, a pressure cooker should be able to maintain 15psi which would hit 135c inside ;) )
