making a hop tea - fairly common I think - I made a great beer using extract and hop tea

You would loose the interaction between the acidic wort and hops, this effects utilisation, flavour compounds and a heap more complex issues which I don't fully understand yet. The quality of the bitterness and the extraction of plant substances from the hops are reportedly different when hops are boiled in water compared to boiling in wort, and the differences are not for the better.
