People need to understand that rehydrating a dried yeast is just that, a process that is done 30 mins before pitching. Making a starter is the process of starting with a certain amount of yeast and fermenting this to grow the yeast to the required quantity for your beer, stepping up as necessary, a process that can take a few days or longer with larger starters.

Indeed they are, but when it is pointed out that it is in effect not good practice, that is when the anecdotal "evidence" is trotted out.
