Is there such a thing as the below as hot condition or does it just need to be rated 15amp ?

Basically I am looking for the output from the PID box to go to the kettle.

This....

and the other end of it to go into this socket

IEC connectors and sockets are generally limited to 10A.

Ambient temperature is a concern (connecting wires to a hot element) and the easiest way to deal with this is to avoid using a power inlet on the boiler end and instead have a heat resistant flex (e.g. butyl rubber 2.5mm2 for 3kW immersion element) with a plug on it. This can plug into an outlet on the PID / power controller box.

The plug in the picture can be used to plug into the PID and won't need to be hot condition. The other end of the lead is a flying socket and plugs into the kettle element. This does need to be hot condition. Hot condition has nothing to do with the current rating but to do with whether it can withstand heat. You need this at the element but not at the PID (assuming it has a decent heat sink and doesn't itself get really hot). As t0m says, IEC leads are limited to 10A (and some are rated lower).
