Well I know it is. It was hopped at 34 EBU's which was fine for a 5.5% beer unfortunately the beer ended up at 7.5% due to a rather efficient overnight mash. Hop aroma isn't to great but I can fix that by dry hopping. I know I can add isomerized hop extract, but could I boil up a whole heap of hops in some water and add that?

Any brewing scholars able to help?

I honestly can't see why that wouldn't work. The process is exactly the same as I use when extract brewing with a 10L wort. I dilute that to 23 litres. You would be doing effectively the same thing.

The only thing I can think of that might be a slight negative is that it will probably take a lot of water to allow the hops to be effective. In saying that, if you're 7%+ and looking to lower that anyway, it might just be a good idea.
