How many packs of dried yeast?

For a full grain 23L batch, how many packs of dried yeast should I use? I've heard people say use 2, but I wonder if that would be for a larger batch.

Unless it's high ABV or a low temp lager... usually one is enough..as long as there's enough in the packet.

I am selecting some recipes from the book 'The Big Book Of Clone Recipes'. Mainly IPA's and sub 5% ABV's

I've always used 1 and apart from my first few brew re-hydrate it I've have no stuck brews and brewed upto 12.86% wit a single packet (yeast choice is important here)
