I've just got my brother into home brewing wine, and went round to see him at New Year and he showed me his Wilko 30 bottle wine kit which he thought he had done to the letter and was now ready for barreling - Whilst looking I noticed that his sachet of Stabiliser was still in the cap of his kit - unused. He had added the Finings A & B satchets, but not the stabiliser at the same time, and now a week has passed since.
My initial advice was for him to redo the process using the stabiliser then adding another satchet of Finings A & B which are available through Wilko's - I told him to hold on though, until I could get some advice from more experienced brewers, whether this is the correct procedure to follow.
Help please !

if fermentation has finished, you only really need it if you've added sugar after fermentation. otherwise, it may just create a little pressure, which could result in a tad of carbonation.

The stabiliser is just to stop the fermentation. After 8 weeks I am sure it has finished especially after finings have been used. If he is going to bottle then he needs to be sure there is no more fermentation. Assuming all is quiet in the barrel then he will be fine without using it. What sort of barrel is he using? If it's a pressure type then no problem, the worst that can happen is he could get slightly sparkling wine
