I just drew my first pint from my keg, and I thought I'd top it up with a CO2 bulb.

After doing this 1 pint = 1 full CO2 bulb, gas is coming out the lid where the CO2 went in.

Is this some sort of pressure release or is the valve inside broken.

Does the CO2 bulb need to be left on. It was hissing before it was removed

If the beer is under pressure when you pour you pint then I suspect your co2 gas has escaped out of the safety pressure release valve.
I don't use the economy barrels anymore and used to prime the beer with 80g of sugar when they were filled.
I found that I didn't have to use the co2 bulbs until at least 50% of the beer had been drunk i.e. 20 pints.

OK so that doesn't mean I have no co2 now does it. I just have enough

Well if it didn't hiss for long it may have re sealed.

. You don't have to use 1 bulb for each pint do you. That would get expensive

As already mentioned if it had pressure in the keg already you shouldn't of needed to add a bulb for a while yet. The hissing was most likely the release valve just venting the excess gas back out again. Also sometimes the gas can briefly freeze the rubber on the valve so it's a good idea to leave the bulb in place for a minute or two, then remove it
