Finding that last degree c

Having problems finding the rolling boil

40 litre pan with 30 litres of water in for the test

the kitchen cooker failed even using two rings. got to 98 c and no further

in the shed ambient around 2 c using a paelle pan burner 7.5 KW with Propane
just got it to bubbling a little but not what I would call a rolling boil

is it possible to insulate the pan some way that is fire proof.
or any other sugestions

no draughts as a very still night
 
it can be insulated but we use electric so dont know what material you would use. Its strange that a burner wont give a good boil some use a burner on a 100 litre pot and get good boils. Then again depends what size burner you have :thumb:
