FG reading close but not quite

Ok so the kit im doing says final gravity should be .000 or .008. I know the airlock has stopped completely but I'm assuming that doesn't necessarily mean fermentation has. It's current reading is bang on 0.010 and it's looking clearish, safe to bottle or check the next days hydro reading?

1.010 would be fine to bottle but how long has it been in the FV? I generally leave mine at least 2 weeks no matter what the gravity is.

It was put in on Nov 16th however since the room was so cold temperature was an issue, I just got a brew belt and now after another week the SG has fallen from a previous reading of 1.026 to 1.010 it's been a few weeks so I think it's ready to go.

It's a Young's Harvest Scottish Heavy, a 70/- effectively. 40 pts.

if by your reading you mean 1.010 then its fine, take another reading tomorrow, if its the same....get it bottled.
