Fermentation temp dropped

Hi all, my latest brew started fermenting on Wednesday, but I checked this morning and the temperature has dropped to 7 degrees, is there any way of getting the temp back up to around 19 or so to restart the fermentation. It is in a fridge in the shed with an inkbird controller and the 60w heater seems to be working. Any ideas?
 
I'm surprised that it could drop to 7C in a fridge with a 60W heater running, even in a shed in this weather.

The important thing is to get it up to temperature, so that the yeast can start working again and generating their own heat. If the shed is too cold at the moment, are you able / allowed to move it indoors for a week? If so you will at least you will have beer rather than yeasty wort.
 
It's definitely against the fv Clint, it seems to be rising slowly now up by 0.4 degrees, hopefully it will continue to rise. Ithink the thermostat was on the heater was on low somehow 🥴
