Extract Brew - no yeasty head yet in my FV?

I did an extract brew at the weekend, Brewer's Choice IPA, added 660g of sugar and 340g of light spray malt, swapped the supplied yeast for two packs of Safeale-04, pitched this somewhat on the cool side - about 17 degrees - stirred vigorously, for an OG of 1048, so everything looked OK.

Put the lid on the FV, transferred it to an area that's about 20-21 degrees but it doesn't have any yeasty foam on the top 36 hours later, just a rather thin layer of bubbles - with more rising.

I would have expected the yeast to be climbing out of the FV and wonder if I've done anything wrong, or does it sound OK?

Cheers Aleman, still very new to this, so I sterilise my hydrometer and drop it in, what gravity should I be expecting?
 
If its finished it should be around 1.012 -1.014 . .. if you have had activity there will be a gungy brown ring around the FV about 1-2 inches above the wort/beer which should mean you don't need the hydrometer test. Although it is worth doing to get an idea of where it is at the moment.
