I have the book Brew Classic European Beers @ Home and have seen the Duvel recipe in it which looks straight forward. I fancy doing maybe a 10 litre brew instead so would it just be a case of dividing the ingredients by the 23 litres in the book and multiplying it up by 10 to get the requirements for 10 litres?
 
Your assumption would be correct. I would recommend getting a good Belgian yeast to ferment it with, anything else wouldn't really work and you'd only be disappointed. You could try culture some up from a bottle of Duval (I don't know if it is their primary strain, maybe someone else can confirm this) one of the Belgian Yeasts from white labs/ wyeast, or safale T-58.
